The basic course for working as a member of a PC in primary and secondary education!
About this course
Every school must have a Participation Council (PC), where staff members, parents and – in secondary education – students come together to help shape important decisions about school policy. PC members represent their stakeholders and contribute critical, constructive thinking towards the Competent Authority (CA), which makes a solid understanding of their roles, responsibilities and rights essential. During MR Start you gain insight into both the formal and informal position of the PC: we discuss its roles, responsibilities and rights, the key documents every PC member should be familiar with, and the position of the PC within the school organisation. With this knowledge you have a firm foundation for understanding the legal side of PC work.
Part 1
In the first part of the course, we focus on the role and position of the PC within the school organization. How can the PC both exercise control over the administration, represent the constituency, and take its own initiatives? And how do the PC, the GPC (General Participation Council), the school board, school management, and supervisory body relate to each other? Additionally, in this part, we discuss how PC members are elected in accordance with the Law on Participation in Education (WMS) and explore the general responsibilities of the PC.
Part 2
In the second part, we delve deeper into the WMS and the rights that the PC has: the right to receive information, to take initiative, to consult, to provide advice, and to give consent on certain proposals. What are the specific implications of each right, and what procedures are established for them? The objective of this part is for the PC to become familiar with its own rights and understand how the related procedures work.
Part 3
In the third and final part, we discuss several important documents that every PC member should be familiar with. The WMS includes national agreements regarding the organization of participation, but there are also matters determined at the foundation or school level. For example, there is a participation charter at the foundation level that addresses the organization of participation within the foundation. Additionally, each PC/school has its own participation regulations with agreements on matters such as the number of PC members, how the PC communicates with stakeholders, and relevant timeframes.

The course is intended for (members of) PCs, school directors/boards, and all other people involved in participation within schools. Prior knowledge of participation is not required.
A group consists of a maximum of 15 participants to ensure that there are enough opportunities for asking questions and having discussions.

Costs
Kosten worden vergoed
Alle redelijkerwijs noodzakelijke kosten voor het werk van de (G)MR, inclusief scholingskosten, worden gedragen door het bevoegd gezag (artikel 28 lid 2 WMS). Wanneer je deze cursus als (G)MR aanvraagt, worden de kosten vergoed door de schoolleiding of het schoolbestuur; hiervoor is geen voorafgaande toestemming nodig.

(G)MR's die lid zijn ontvangen 20% korting op de bedragen in deze tabel. De korting wordt automatisch verwerkt. Voorbereiding: kosten voor verdieping van de cursusleider in de situatie van de (G)MR. Reiskosten worden apart berekend: € 0,37 per kilometer, heen en terug gerekend, en € 80,75 per uur reistijd (leden € 64,60). Op de kilometervergoeding geldt geen korting.
